Why Permits Vary from Town to Town

In Tennessee, your health permit comes from the state (or from Metro Public Health in Davidson County), and the State Fire Marshal's mobile food unit permit is honored statewide. But each city sets its own rules for where, when, and how long a truck can park, and many add their own vending permit, fee, and paperwork. A truck that is fully licensed in Nashville can still need a separate permit in Franklin, Murfreesboro, or Gallatin.

This guide puts those rules side by side for Davidson County and Metro Nashville (including Metro Parks) and nine surrounding counties: Cheatham, Dickson, Maury, Montgomery, Robertson, Rutherford, Sumner, Williamson, and Wilson. For each city you get the permit and office, the fee, the documents to bring, fire inspection rules, where and when you can operate, and the official contact and source. It is built for food truck operators planning their routes and for event planners booking trucks. Last updated November 2, 2026.

Key Takeaways

  • 31 places with their own food truck permit or approval: Metro Nashville, Goodlettsville, Gallatin, Hendersonville, Portland, White House, Millersville, Lebanon, Mt. Juliet, Watertown, Murfreesboro, Smyrna, La Vergne, Franklin, Brentwood, Nolensville, Spring Hill, Thompson's Station, Fairview, Ashland City, Kingston Springs, Pleasant View, Pegram, Springfield, Greenbrier, Coopertown, Clarksville, Dickson, Charlotte, Columbia, and Mount Pleasant.
  • 16 towns with no food truck permit posted: Belle Meade, Berry Hill, Forest Hills, Oak Hill, Ridgetop, Westmoreland, Mitchellville, Eagleville, Cross Plains, Adams, Cedar Hill, Orlinda, White Bluff, Burns, Vanleer, and Slayden. State health and county business license rules still apply, and some list peddler permits. Contact the town before you operate.
  • Unincorporated county areas: No county-level food truck permit is posted in these counties, except a Rutherford County Fire-Rescue operational permit ($50 per year) for trucks with smoke or grease appliances. Williamson County may require a Temporary Use Permit.
  • Many permits run on the calendar year: Goodlettsville, Brentwood, Franklin, Coopertown, Dickson, Springfield, and Nolensville permits end Dec 31, so plan renewals for December.
  • City property and events often need more: White House, Watertown, Clarksville, Metro Parks, and others require $1,000,000 liability insurance naming the city or agency to set up on public property or at city events.

What to Have Ready

  1. Health permit: TDH mobile food unit permit through your county health department, or Metro Public Health in Davidson County. Packaged-food trucks are permitted by the TN Dept of Agriculture. Many cities ask for a recent TDH inspection score of 70% or better.
  2. Business licenses and tax registration: County business license from the county clerk, a city business license where required, and state business and sales tax registration with the TN Dept of Revenue.
  3. Insurance certificate (COI): Auto liability for the vehicle. For city property, parks, and city events, expect $1,000,000 general liability naming the city or agency as additionally insured.
  4. Fire safety: The State Fire Marshal mobile food unit permit ($300, good 365 days) is accepted statewide under TCA 68-102-123; a city cannot require its own fire permit or inspection from a truck that holds it. Without it, plan on the local fire inspection each city lists. State standards include Class K and 2-A:10-B:C extinguishers and hood and suppression serviced every 6 months; Nashville also requires propane secured upright.
  5. Vehicle and menu: Registration with VIN, driver's license, color photos of the truck (often inside and all sides), and your menu.
  6. Site paperwork: Written property owner permission, a restroom agreement if you stay on one site for hours (common distances are 150 to 500 ft), and in Davidson County a notarized commissary agreement.

State fire permit rule: Under TCA 68-102-123 (Public Chapter 390, 2023), a city must accept the State Fire Marshal's mobile food unit permit and cannot require a local fire permit or inspection from a truck that holds it. Several city forms below list a local fire inspection; under the statute, that applies to trucks without the state permit. Metro Parks: Parks and Park Events

Selling food or anything else in a Metro park requires a permit from the Metropolitan Board of Parks and Recreation (Metro Code 13.24.210). There are two paths: a Metro Parks Food Truck Permit to vend at designated park times and locations, or vending at a permitted special event, where the event organizer holds the Parks permit.

  • Permit: Metro Parks Food Truck Permit, Metropolitan Board of Parks and Recreation (Metro Parks), Parks Headquarters, 2565 Park Plaza, Nashville, TN 37203.
  • Which vehicles qualify: A licensed, motorized vehicle that makes or serves food, with on-board power, refrigeration, food preparation facilities, and room for at least two employees. Trailers hitched to a licensed vehicle may be approved if they meet the same standard. Parks may make exceptions at the request of food truck park organizers.
  • Required documents: Certificate of insurance for $1,000,000 liability naming Metro Parks and Recreation, 2565 Park Plaza, Nashville, TN 37203, as additionally insured. Metro Fire Department certification for the vehicle (see the Nashville Fire Marshal operational permit above). Metro Health Department certification for the vehicle. State of Tennessee business license. Photo of the truck or trailer. Menu.
  • Fee: The Parks food truck page and application list no permit fee. The 2025 Parks fee schedule lists a push cart vendor fee of $150 per month ($180 non-resident) and a food concession sales fee of $100 per field per month ($120 non-resident) for sales at sports fields. Ask Parks which fee, if any, applies to your truck.
  • Where and when: Approved trucks may be in parks only at Parks-designated times and locations. Approved vendors receive a schedule with contact information for food truck park organizers.
  • How to apply: Submit the online Food Truck Permit Application on hubNashville, or print the PDF application and bring it with all paperwork to Metro Parks, 2565 Park Plaza, Nashville, TN 37203. Mailing address: P.O. Box 196340, Nashville, TN 37219-6340.
  • Contact: Food trucks (also picnic shelters): 615-862-8408. Parks main line: 615-862-8400, metroparks@nashville.gov. Metro help line: 311 or 615-862-5000.

Vending at a Special Event in a Park

  1. Vendors: contact the event organizer: Metro Parks directs food trucks to contact special event organizers directly about vending opportunities.
  2. Organizers: file a Special Event Permit Application: Required for any special event in a Metro park; check the Food Sales box. Submit at least two weeks before the event for administrative approval. Events with fundraising, amplified sound, or alcohol need Park Board approval (the Board meets the first Tuesday of each month; applications received less than 45 days before the meeting may not be approved).
  3. Insurance: If the event adds tents, stages, tables, or similar items, the organizer submits a certificate for at least $1,000,000 public liability and property damage naming the Metropolitan Board of Parks and Recreation, 2565 Park Plaza, Nashville, TN 37203, as additionally insured. Metro Insurance may require more.
  4. Vendor list to Health and Fire: The Parks special event checklist has the organizer list event vendors (company name and contact), which is submitted to Metro Health and the Nashville Fire Department.
  5. Other event rules: Organizer submits a cleanup and recycling plan; sanitation deposits run $250 to $5,000 by event size. Events end by 11pm unless the Board approves. Events affecting streets or sidewalks also need a Public Works special event permit. All other Metro, state, and federal permits must be in hand before Parks issues a permit.
